You should see a graphical layout of your monitor set-up. In this case it shows a laptop display labeled 1 and an external monitor labeled 2. But if you have more than one display and before you start moving the slider around, check to see which monitor is highlighted.

Once you're happy with the scaling percentage you'd like to try, hit Apply and that single monitor's scaling will change while the others remain the same. You'll also see a warning that says you should sign-in and out again from Windows to make sure your apps look their best.

In order to control the size of the new window, I would suggest you to try the steps mentioned below. Open only one window. Right click on the upper bar of the window and choose Size. Resize the window to its desired size. Go to the file menu and choose exit. Now try to open new window using the hyperlink or icon, you should be able to open it with the desired size.

Right click on the icon and choose properties. Under the Shortcut tab, choose the option minimized, normal and maximized. Save the changes by clicking on Ok.
